Effect: This skull unlocks bonus dialogue throughout the game. For most players, this is the last skull, so this gives you the Hayabusa Helmet as well.
Location: The IWHBYD skull is located on The Covenant level. Go to the room where you fight the Prophet of Truth. Let the Arbiter kill him, turn around and kill all the Flood here as well; this makes things a lot easier. With all the obstacles out of the way, you need to jump through the Halo holograms here in a specific order that is listed below:

When you jump through the last hologram, they all light up in a sequential pattern. The skull will be waiting for you at the end right before the energy bridge leading to Truth’s corpse.

for the IWHBYD skull, how the f*** were we supposed to know how to find it. i mean info would eventually leaked from bungie, but no clue is given of how to get it… or even the order you have to jump the rings…

It does work, you have to be on normal difficulty or higher for it to work.
